Government agencies, departments, cabinets
and ministries with responsibility for child welfare training
and education for their respective nations, states, provinces,
territories, and cities, are eligible for TRAINet membership.
If these organizations delegate primary responsibility for inservice
training to affiliate agencies, organizations, or universities,
these affiliates are also eligible for TRAINet membership.
TRAINet membership has three levels:
Participatory Membership, Developmental Membership, and Systemic
Membership. Certification is required for Developmental and Systemic
Memberships.
Level I: Participatory Membership Share
and support the NARCCW mission, values, and principles, Recognize
the fundamental importance of the elements of the Comprehensive,
Competency-Based Inservice Training (CCBIT) system for child welfare
Commit to ongoing developmental improvement of child welfare service
delivery and training system.
Level II: Developmental Membership Share and support the NARCCW mission,
values, and principles. Meet all the requirements of Participatory
Membership; Show completion of a major component of the CCBIT
system, and demonstrate ongoing developmental programs toward
full implementation of the CCBIT System. Certification is required.
Level III: Systemic Membership Share and support the NARCCW mission,
values, and principles. Meet all the requirements of Developmental
Membership; Operate a mature, fully-operational CCBIT system for
child welfare
Systemic Membership requires certification
by the Institute for Human Services (IHS) every four years. Certification
requires an assessment by IHS of the child welfare inservice training
system.
